Technology Purchasing Policy

The creation of the Student Affairs Information Technology Department (SAIT) changes the methods by which information technology resources are purchased and tracked. In order to achieve the Division's goals for IT management, there is a need for centralized resource purchase review, expense coding, and inventory control. SAIT is responsible for standard IT services that are used across the Division or for department-level services that are part of the department's core business practices.

The following items are considered to be information technology resources and are purchased, inventoried, and managed by SAIT:

  • Desktop computers (including keyboards, mice, and speakers)
  • External media storage/reader devices
  • Monitors
  • Laptop computers
  • Printers
  • Photocopiers (networked or stand-alone)
  • LCD projectors
  • Digital cameras
  • Video cameras
  • PDA's
  • ID card readers
  • Memory card readers
  • Fax machines
  • Hardware warranties and maintenance agreements
  • Software applications
  • Software warranties and maintenance agreements

The following items are not considered to be information technology resources and are not purchased, inventoried, or managed by SAIT:

  • Desk phones (including answering machines)
  • Cell phones (including chargers)
 

There are two classes of information technology purchases:

Purchase Class 1:

These are purchases funded by SAIT and include replacement purchases and maintenance of existing hardware and software. This purchase class includes:

  • Desktop computers
  • Monitors
  • Laptop computers
  • Photocopiers
  • Printers
  • Fax machines
  • ID card readers
  • Software maintenance agreements
  • Maintenance/warranty agreements for hardware in this class
  • Division-standard software applications (Windows XP, Word, Excel, PowerPoint, Outlook, Access, Publisher, Adobe Reader, Symantec Antivirus, TCP3270, Internet Explorer, Brio Quickview, WINJA, QuickTime, and Windows Media Player)
Purchase Class 2:

These are purchases of hardware and software that are not covered under Purchase Class 1. These purchases originate from a department request to SAIT so specifications and compatibility with the current infrastructure can be reviewed by SAIT. SAIT will make these purchases and transfer the cost to the requesting department. SAIT will handle maintenance and replacement purchases. Maintenance and replacement costs for new equipment that is transferred to Purchase Class 1 will be funded by SAIT. Maintenance and replacement costs for other new equipment in Purchase Class 2 will be funded by the requesting department. Items covered here include:

  • An increase in the number of any item listed under Purchase Class 1
  • Digital cameras
  • Memory card readers
  • Video cameras
  • Voice recorders
  • Scanners
  • PDA's
  • LCD projectors
  • Installation, activation, or relocation of network or phone ports
  • Special software applications, whether these are purchases of new applications or upgrades of existing applications
 

Any dispute about budgetary responsibility for a particular purchase will be addressed by the Student Affairs Executive Director of Finance and Technology.

All Division information technology hardware and software, except desk phones and cell phones, are considered for inventory purposes to be the responsibility of SAIT. SAIT manages the Division information technology equipment UConn-level inventory and maintains a separate, more detailed Division-level inventory.
